Project Advisory Teams

The Community Advisory Process occurred in three geographic areas from Boardman, Oregon to Melba, Idaho: north (Morrow and Umatilla counties), central (Union and Baker counties) and south (Owyhee, Malheur, Washington, Payette, and Canyon counties). Project advisory teams were also formed in Grant and Harney counties.

Project advisory teams comprised of representatives in the project’s geographic areas from Boardman, Oregon to Melba, Idaho, worked closely with technical experts to recommend proposed and alternate routes. Outcomes from the project advisory team meetings were presented at public meetings for review and comment.

Team members included elected officials, property owners and residents; and representatives from economic development organizations, irrigation districts, businesses, community organizations, resource agencies and advocacy groups.

Idaho Power held several meetings with the North, Central, South, Grant County and Harney County PATs. The meeting objectives for each meeting are described below.

Discussed the purpose of and need for the project. Identified community concerns and suggestions for siting the transmission line. Meeting 2: Reviewed the federal and state processes involved in the project. Presented the regulatory, engineering and community criteria to use when developing possible routes for the transmission line. Meeting 3: Reviewed the regulatory, engineering and community criteria to be used to map possible routes. Reviewed the outcomes of the public meetings held in August. Conducted a mapping session to begin identifying a range of possible routes. Meeting 4: Described analysis methods used to evaluate the range of possible routes. Presented the preliminary analysis conducted to date for each of the PAT proposed routes. Meeting 5: Reviewed progress of the Community Advisory Process and discussed next steps. Presented analysis of revised routes and route alternatives (Eastern, Central and Western). Provided PATs the opportunity to give input on the route alternatives. Provided PATs the opportunity to give input on a possible proposed route. Meeting 6: Presented the proposed route Idaho Power is submitting in its revised application to BLM and EFSC. Discussed how and why the proposed route was selected. Discussed next steps in the siting process.
